what are mosin bolt bodies made of?

trying to weld my bolt using silver solder, not working. the bolt handle was sawed off, ball chopped/drilled/tapped, the body was drilled (two angle: out/back) to match the grade 8 bolt i am utilizing for the new handle. my bit only went half way through (step bits) so i ground the 'g8' to match what the body had had done to it. i did have to grind a flat spot in the handle to clear the reciever (figured safer than grinding on the reciever). so it clears now, i was using a propane torch to get it up to temp, and flowed the solder in. the solder doesn't seem to wick at all. body is still straight, though rainbowed. how much should i grind out for flow? it is 3-460* solder, i have tried with and w/o fluxing. thinking of welding welding, but not sure of what rod to use.

I'd probably vote for buying a new bolt.  They aren't real expensive and it sounds like yours might be kinda dangerous.
