I have 2 C9 magazines. One has a smooth follower & one has a bent follower. The smooth follower magazine does not let the "last shot hold open" feature work while the bent follower magazine does. Any ideas?

It says in the TS manual, that older 995 mags may not operate the BHO and may damage the receiver.  Look in the manual for the exact verbiage.

I found that in the manual but both magazines are clearanced. The only difference I can see is the followers. I'm really at a loss on this.

yesterday I ordered three mags for my 995ts which I picked up today and read that I can't use older mags with the TS or risk damamging the frame and it work let the LRHO work. I sure hope the vendor (not hi point) is sending me newer type mags. Part was listed as part #995clp

  Call Hi Point and they may have you send it back and they will replace it for you

If I'm not mistaken, you shouldn't use C9 mags in your 995.
