It all seems so convoluted. If I go and by a AR listed as a pistol with a 10.5" barrel who decided that it's a pistol and not an SBR? This makes no sense to me. I guess that's the government for ya...
So if it has an adjustable butt stock instead of a brace that makes all the difference?

Below are three images of lowers... which one would be identified as a rifle lower, a pistol lower or an "other" by an FFL?
Which one would a manufacturer likely identify as rifle, pistol or "other" on a Form 2?
Reading is fundamental.

See above.

Go read the instructions to manufacturers regarding the submission of Form 2 data on a firearm. Then go read the instructions to FFL on the 4473.

Convoluted isn't the word for it. These regs were written back before AR's etc. existed. They were written to cover rifles and shotguns being cut down and carried under overcoats. I agree that they are convoluted and need to be re-addressed taking today's standard available weapons into account. It gets even more convoluted when LOI's (Letter of Interpretations) are written to respond to questions from either manufacturers or others.
