I used to be in the KC area, and I'd be all over it, too...
I recommend Pigeon Hills. It's a bit of a hike, about halfway up to St. Joe, but it's a big unmanned range, and you can do pretty much whatever you want there. I love Parma Woods, and they're GREAT for getting brass, but they don't take kindly to drawing from holsters, prone or kneeling position, rapid fire, or shooting anything but paper.
