Without seeing the problem I can't be sure, first thought is a through clean and lube. On a guess crud has built up under the spring or the pivot and the lifter can't move as it should.

A local shop in Houston got a pile of New Frontier poly lowers in. They are selling them for $109 complete and stripped aluminum lowers for $80. Think I'm going to pick up a stripped lower on Monday....
