If money isn't an issue, the Ruger.
Takes Glock mags, the rails are universal, charging handle on the right hand side...you could easily run the Ruger in a 3 Gun match right out of the box, with a $45.00 red dot sight.
I really don't think that HP is concerned with going toe to toe with the higher priced pistol caliber carbines.
In fact, I think as PCC's become more newsworthy in gun circles more people will be buying HP's.
They are now aware that PCC's are out there, but are more interested in a $250.00 PCC than a $450.00 PCC.
Personally, I own a 45 ACP 4595TS which very fun to shoot and very accurate.
My 3 Gun 9mm carbine is a Freedom Arms FX-9 with Glock mags, and was about $600.00.

Okay. It depends. If I had Glucks or Rugers that could share the same mags with the Ruger carbine, or if I intended to buy a Ruger or Gluck pistol to accompany the carbine, I might be tempted to make the purchase.
Mag capacity: I'm only allowed 10 round mags, so there's no advantage to higher capacity magazines.
Mag compatibility: I personally don't own a newer Ruger or a Gluck, so mag compatibility is off the table.
Take-down feature: It's interesting, but I have no need for it presently and I don't foresee needing it in the future.
Warranty: It's a wash, although Ruger's is more vaguely stated and Hi-Point is upfront.
Aesthetics: That's subjective, but for me it's Ruger hands down.
Brand-name cachet: Ruger. But personally, I don't give a damn.
Value: Hi-Point, hands down.
Final answer: Personally, it's Hi-Point over and over and over again.
If this new Ruger PC9 takes off as wildly as a lot of people are anticipating, Ruger itself and aftermarket companies like MagPul, Kidd, Volquartsen, etc. will release optional stocks and triggers and tons of doodads to trick out your rig the way some trick out their 10/22's. These companies also have big $$$ reserves and the engineering abilities in place to move quickly to design and release, so you're not left waiting on promises for years.
I have a Hi-point 995 now. I'm just curious what others think. I have a Glock 9mm and being able to use the same mags in both rifle and pistol would be nice. But $200 can buy a lot of H-Point mags.
Both of course! HP has the value and long term reliability going for it but some people will never own one, for you know, reasons... I think everyone should have a HP PCC because they are so fun and cheap to shoot. HP has more (maybe the most) caliber options. The Ruger has their have going for it. Many Ruger fans will buy simple for being a Ruger. It's more expensive and with that money one gets more features and a more refined gun. The mag compatibility is huge for some and unimportant for others. Due to the design, magwell inserts could be released for other mags. The takedown feature is pretty cool and would make a great camping/survival/prepper gun. Better, smaller sights and rails you won't have to upgrade. The trigger sound be vastly better as it uses some 10/22 parts.
I think like HP, Ruger is right where it wants to be in the market and smartly so. It sits squarely in the middle market between HP and 1K guns like the Scorpion. I hope they expand caliber options.
With all that going for the Ruger I still think, "Well, I could have two HPs for one Ruger..."
If the take down and mag compatibility are important to you get the Ruger, if not the HP.
I just read an article about the review of the Ruger. It said the trigger was really nice. And accuracy was on pair with other PC. It also said that aftermarket parts should be appearing sooner than later. Like options for various mags.
I think the PC Carbine will be a future acquisition for me, but I am in no hurry. I do like my 995. Besides, I want the Ruger 77/357 worse than I want the PC Carbine.
I want one to but I can build a AR variant in a rifle caliber for less. And I like shooting them better. So I can wish for one but I probably won't buy one.
If you want a 300 BLK, AR Stoner 16" pistol length 1:8 chrome moly melonite is on clearance for $59.27.
I have one and it will do 2 moa with me shooting irons. Overgassed with supersonic, but so is my carbine length 5.56. they share a lower and I fixed it with a H2 or H3 buffer. I forget which I put in it and I ain't dragging it out of the safe at 1am!
- Ruger for Sunday's and Holidays when company is coming over.
- HP's for in the dirt everyday fun. What a KISS gun! Over 1,500 rounds and all I do is snake and go again.
In my book if you're going to spend $500'ish then get a real rifle and not a PC carbine.
I made a choice over 1 year ago to buy the Hi Point 995TS and for everything I read so far, I see no reason to buy the Ruger. Well, not at this point. I am really happy with my 995TS
Granted, I really do like the idea of being able to use a Glock magazine especially with the 33 round capacity and the take down part. I do own a Ruger take down .22 and love it.

I like my 995TS but have constant problems with the mags, to the extent I don't shoot it anymore and want to get rid of it. I bought it for HD and fun, and the constant issues make using it for either a non-starter. (Not an issue with my 4595TS.) So, I would love to trade in my 995TS and pick up a Ruger.
I am sort of on the fence. I want the Ruger carbine with the mag well for the American Pistol magazines. As a companion piece for my Ruger American Pistol Compact. But I have a deal with SWMBO. I can buy what I want, but no gun money comes out of the family budget, any purchases are funded by my "trading up" and my weekly allowance. (Yes, I work my azz off every day but SWMBO gets the money, I get an "allowance"). My Handi Rifle is down to a half dozen or so that I really want to keep. And I believe I want a 357 rifle more than I want a 9mm carbine. I may trade off the Handi's and upgrade to Henry Single Shots, but that's another story. Anyways, my purchasing is about done, or extremely slowed. Which one do I really want? This, Model 77/357 ?
Or this, PC 9?
To that end, I have been shooting my 995TS a lot lately. Trying to get it to screw up. It won't. So do I replace what I already have that works, or get the bolt action 357 that I don't have? I think the 357.
What I like about the PC 9 is the easy take down. As far as travelling, it would be nice to be able to take it into a hotel, descretely, overnight instead of leaving it in the car. When vacationing for a couple months each year, I like to have more than just a couple hand guns at the condo we stay at .
