995 accuracy all over the place

First day of serious shooting with the scoped 995 today and was very disappointed. Rounds were all over the place ( some groups were 5 inches!! ) at about 70yds. The ammo was NATO fmj, was fired from a sandbag with a 6x scope. Will try a different scope and even go back to the irons to test but I'm not expecting much better results.
Does the ATI stock "full float" the barrel?

My 13, 15, 17 20, amd 23 year olds all have tight groups at 25 yards with my 995, and thats no scope.
I'm good at 50 yards and beyond, but then again 13 + years Marine Corps, and 13+ years Fed's, will do that for you.
My 17 year old son is actually better with the 995 than me.
5 inches at 70 yards is better than spec for NATO ammo. if you want tack driving accuracy you have to tailor a load for the carbine. my blue dot loads shoot half that at 100 yards.

With my AK I can shoot 2 inch groups at 100yds with the iron sights, it aint me. Results with my Uzi and Sterling with the same 9mm ammo are MUCH better out at 100yds again with the iron sights. Tried it again this afternoon with a different scope, same results rounds all over the place.
Can you recommend a good ammo for this rifle that isn't crazy insane price-wise? ( yes all ammo is crazy right now but I want something I can afford ).
For the first outing with the 995 you should be sighting in at 25 yds. Once you have set the sights at that range increase to 50 yds. This setup will set the scope right but as far as ammo is concerned you'll find each weapon has a dislike ammo. Mine hates remington UMC of any grain wt., 5" groups at 50 yds. is good. With winchester ranger ammo 124 & 147gr I get 2.5" at 50 yds some closer. After sighting adjustments try a different ammo.
I'm thinking now the problem is the interface of the scope mount/receiver cover with the soft plastic stock. I'll pull it apart tomorrow and see if I can get some metal to metal contact between the cover and the receiver.
My 995 ate just about anything I fed it.
But it's in the shop now.
I'll have to see what they do to her, and how she reacts when I get her back.

Winchester 115g FMJ were chaepest, but groups were not so tight at 50 yds (jams about 1 out of 50 rounds)
Blazer Brass 115g FMJ (no jams to date) tight groups 50 yards +.

I just went out today to try out my 995 I got yesterday I threw on my Barska cheep red dot from my paint ball gun and shot a 2.5" group at 50 yards rapid fire shooting the cheepest amo I could find Blazer 115 Grain Aluminum loads $9.99 from 50 rounds so I am happy. If I slow down and take my time I know it will be better here are some pics of my gun and targets, 5 rounds at 25 yards and 50 yards 10 rounds.
