the parts for the rail should have been included when you bought the rifle. If not, you can call HP and they will send to you at no charge. it's two pieces that make up the rail.
I've never added the rail to mine, irons were too accurate to remove. I suppose if the plates came loose, then yeah you would have to remove the cover. I've only had the cover off twice and never even looked at the underside. Sorry I can't be of more help.
the cover is pretty thin, and likely the reason it isn't threaded.
Again, i've never removed my sights, but I would say take off the receiver cover, remove screws for sights, then mount rail on cover using the plates. make sure you align the slots with the two pieces for the rail.
