Im a RI resident, work as a firefighter /paramedic, and would like to obtain my CCW. My town is a shall issue per local police, I am a LT with the town Rescue, I also teach classes throughout RI , where I travel to rather not so safe towns, ( not at schools, where I am prohibited to carry). The Reason to carry in RI is so specific, for a "good", 'Legitimit" reason. Ant advice will help

Since your local PD seems to be helpful, I would ask them. Surely they have seen successful applications and know what flies and what doesn't.

When looking for a CCW Instructor, go to the Sheriff's Dept of (Your County) and see what Instructors they have listed, qualifies for their Training purposes in getting you CCW qualified.

If I'm not mistaking ,"Shall Issue" usually means you don't need a reason.
Colorado is a "Shall Issue" state as long as you meet the legal requirements.
R.I. is a "May Issue" state like CA I believe.

You are an EMT? You don't know anyone in LE that can give you tips or connections to get you permitted? I would try that route first.
