And it's great stuff! When I bought my SKS umpteen yrs ago i had 1K rds, i remember shooting through good sized trees & picking up bullets on the other side, so undisturbed u could almost reload them.

Whats a good price for the stuff? A local guy here has it for about 70 cents/rd... should i snag some?

ATF considers 7.62X39 ammo as handgun ammo for purposes of the ban. Olympic Arms advertised one of their AR based pistols in 7.62X39 in Shotgun News and ATF jumped at the chance to ban Chinese steel core. Since the Contender and other similar "hand cannons" are chambered in common military calibers (.308, .30-06) almost all steel core ammo is considered "handgun ammo".

AP handgun ammo is legal for individuals to own, buy, sell, and shoot under Fed law (local laws vary) it just can't be made, imported, or sold by FFLs except to LE. Individuals cannot make the AP projectiles, although using already existing bullets to load your own ammo is legal. BTW, not all 'steel core" ammo is considered AP. The SS109 and the milsurp 5.45X39 with steel "penetrator inserts" are exempt since the cores also contain lead and only solid steel core ammo is banned. Some .30 cal AP projos are also exempted for this reason.
