Bought a used CF 380 and love it overall, but, the slide is hell to pull. Is this normal? i am older and not as strong as i used to be , but this seems excessive, are hi-points in general hard to rack the slide or is it just mine, and if so would love some suggestions how to fix

I agree with Cic. Take apart and see what's going on the F/P springs.

Above, and also that the grasping grooves on Hi Points could be a little more "aggressive" as well.

Why more aggressive? They aren’t that hard to rack, since they don’t lock. Especially the .380, it was EZ long before S&W thought of it.
