Across the nation in the glorious People's Republic of California, we have 'Single Shot Exemption'. Essentially the pistol's handle is filled with a square rubber peg --- a plug that once the pistol is purchased you remove. Completely legal, just a tax. You buy the firearm as a single shot pistol, remove the rubber peg in the handle and you're OK to possess, shoot, and transport. You just have to buy it as a 'Single Shot Exemption'. The new, 4th generation Glocks are like this.

No, you don't have to do this for all handguns, just one's not on the CA DOJ roster. The Bersa Thunder is quite common.
