NY State? Pay enough money and jump through enough hoops and if enough people are in a good mood at the same time you can get one after a very lengthy wait.

NY City? You need to perform a hit at the request of a high ranking government official just to be considered.

Yes so full carry in New York very difficult, I own some property in PA to where we do most of our hunting my full carry is PA.
So then you already have your carry permit in NY? Because of you don't, you've just admitted to felony possession of firearms in 2 states.

I'm a NY escapee. Retired out of the Triple Cities/Broome County area after growing up between Pittsburgh and Buffalo.

Welcome to the forum. Given NY's imminent smackdown by the Supremes, carry may get somewhat easier in NY soon.
NY will just come up with some other law... like OK you can carry, on the 3rd Sunday only during a full moon...

Yep. Here in SC if you are a resident of another state and own land here, you can get your carry permit. You might not be able to carry in your own state but where a SCCCP is legal so are you. Pa doesn't recognize SC anymore so no go.

In PA one can only receive an out-of-state resident carry permit if they possess the same or similar permit in their home State. If he does not have a carry permit in NY he cannot conceal carry in PA regardless of land ownership. If he does not have at the very least a home possession permit in NY, then he cannot legally possess any handguns in NY, no matter where they were purchased.

If his land ownership includes a home he can get a Pa permit using that address. But that doesn't give him ok to carry in NY.

Not if he is a resident of NY. Dual residency only applies to taxes. Whichever home he claims as his primary residence is the address his ID must reflect and he is claiming NY, thus making his attempt to obtain a PA CCW permit fall under the rules for an out-of-state resident permit, which demand he must have a CCP from his home state.
Non-Resident Carry Permits in Pennsylvania

He can't even have a handgun in NY without first obtaining a permit to possess. Spent most of my life as a resident of NY. Even had one of the coveted CCW's because I was a first responder. Lived 10 minutes from the PA border. Worked and hunted in PA. Coughed up the OOS resident hunting license fees a few times.
